The General Election is:
Tuesday, November 4th, 2025!
Last November, Republicans won decisive victories up and down the ballot — reclaiming the White House, the U.S. Senate, and holding the U.S. House.
Now, on November 4, 2025, it’s our turn to shape the future of Elizabethtown. Voters will choose new leaders for School Board, Borough Council, Mayor, and Magisterial District Judge, along with key statewide judicial races.
Our Republican candidates are experienced, deeply rooted in the community, and focused on the issues that matter most right here at home — keeping Elizabethtown strong, safe, and thriving.
Vote Republican.

Frank Ember
Magisterial District Judge Candidate
Background & Career
Frank Ember began his law enforcement career in 1993 with the former East Donegal Township Police Department. In 1995, he joined the former Mount Joy Township Police Department, which later merged with West Donegal Township to form the Northwest Regional Police Department in 2003.
Promoted to Detective in 2013, Frank continues to serve in that role today as one of three detectives with the Northwest Regional Police Department.
Before beginning his police career, Frank worked for more than six years as a Corrections Sergeant at Lancaster County Prison and proudly served as a U.S. Army veteran.
Personal Life
Born in Hershey and raised in Elizabethtown, Frank has called the community home for nearly his entire life. Other than his time in the military, he has lived in Elizabethtown continuously and has been deeply involved in community service from a young age.
At just 15 years old, he became a volunteer firefighter and EMS member, roles he continued until entering active-duty military service at age 17.
Frank is the proud father of two sons: Frank Ember III, a police officer in Columbia Borough since 2022, and Evan Shaeffer, who works in private security in South Carolina. He is also a devoted grandfather to three grandchildren.
Education & Certification
Over the course of his 38-year career in criminal justice, Frank has completed extensive law enforcement and professional training. In June 2025, he successfully completed the required certification program and testing to serve as a Magisterial District Judge in Pennsylvania.
Community Involvement & Volunteerism
Frank has devoted more than 27 years to community service through his work on the Boards of Directors for Camp Cadet of Lancaster County and Sunny Day Camp.
-
Camp Cadet is a free, weeklong summer program for youth ages 11–15 designed to build confidence, teamwork, and respect for law enforcement.
-
Sunny Day Camp is a one-day event that provides children with special needs a day of fun, friendship, and community connection.
Hobbies & Interests
Frank enjoys photography—especially aerial photography and videography. His skills have supported crime scene documentation and serious crash investigations as part of the Northwest CRASH Team. He has also volunteered his photography services at police memorials in Washington, D.C. and Pennsylvania, as well as for community programs such as Camp Cadet.
Why Frank Is Running for District Judge
Frank has dedicated his entire life to serving his community, and he views the role of Magisterial District Judge as a natural continuation of that lifelong service. For many citizens, the District Judge represents their first experience with the justice system.
With more than 38 years of hands-on experience in criminal justice, Frank is committed to ensuring that every individual who appears before the court is treated fairly, equally, and without bias.
Why He’s the Most Qualified Candidate
Frank’s extensive background in law enforcement, combined with his deep community roots, gives him a balanced and informed perspective. He not only understands the law but also the real-world challenges facing local residents. He is dedicated to upholding—and building upon—the essential programs and standards established by the current District Judge.
The Value of Law Enforcement Experience
Many District Judges come from law enforcement backgrounds because years of police service provide an in-depth understanding of court procedures, legal requirements, and the importance of fairness.
Throughout his career, Frank has been called to resolve disputes by listening carefully, understanding all sides, and striving for fair outcomes. These same skills—listening, weighing facts, and making impartial decisions—are essential for an effective District Judge.
Frank’s experience within the community he serves uniquely positions him to bring integrity, balance, and fairness to the bench.
